You can abuse the …
You can abuse the mew trick to get an extra pikachu, use it again to get 44hy (a glitch pokemon), evolve that into Q, and do the Q glitch to give the pikachu surf. That way, you can unlock it without hacking or trading!

You need to have …
You need to have pokemon stadium 1 for N64 and beat round 1 to get to 2. After that you win a trophy and then it’ll say Pikachu needs to learn this move and it’s SURF, let it learn surf. After that go play your pokemon yellow and go to Fushia City and go to the shore, there should be a house if I recall go in and talk to the guy with a Pikachu. I HOPE THIS HELPS.

Yea, the surf board …
Yea, the surf board is angled the wrong way for that though. But there are splashes of water coming out of the back of the board when it should come out the front 0.o

it is below fusha city but you need the surfing pikachu from pokemon stadium to get it get round 2 on pokemon stadium and use the pikachu to transfered from THIS game in every battle and you will get surfing pikachu transfer back and go to the house under fusha city in pokemon yellow only and talk to the man and you will enter this mini game
