depending on which site you download it sometimes it can be legal but most sites are not considered "illegal" be careful sometimes downloads can have viruses. But as far as legal it does not really matter because the gov. has more important things to do than track illegal downloading

Generally speaking, copying copyrighted products is prohibited to prevent resale. Therefore, if it is for your own use it’s doubtful you would be breaking any law. Those guys who tell a cybercop that ‘all two hundred of those copies’ were strictly for their own use just aren’t convincing.
So, even if the perpetrator was ‘giving’ them away…it would be robbing the legitimate dealer, etc. of possible revenue.
